Norway–Algeria: A Relationship of Trust Looking Toward the Future

As I prepare to leave my position as Norway’s Ambassador to Algeria, I reflect on how the relationship between our two countries has been built on trust, mutual respect, and a shared determination to look toward the future.

Norway and Algeria are two countries located at opposite ends of Europe and North Africa, yet they are brought closer together by many common interests. Our societies have different histories, distinct paths, and unique realities. Nevertheless, over the years, I have seen that the dialogue between Oslo and Algiers rests on solid foundations: mutual listening, a pragmatic approach to cooperation, and deep respect for each other’s sovereignty and choices.

This relationship is not only institutional. It is also shaped by meetings, honest exchanges, and conversations that are sometimes demanding but always characterized by seriousness and trust. Even when our views differ on certain international issues, the quality of our dialogue allows us to move forward, understand each other better, and identify common ground. In a world marked by tensions, crises, and uncertainty, this ability to engage respectfully is invaluable.

Norway and Algeria share a commitment to international law, multilateralism, and the pursuit of peaceful solutions to disputes. These principles are not merely abstract ideals. They form the foundation of an international order in which states, large and small alike, should be able to make their voices heard and defend their interests within a framework based on common rules.

Energy naturally occupies a central place in our cooperation. Norway and Algeria are both producing countries with long experience, high levels of technical expertise, and a particular responsibility in a global context where energy security and the climate transition must be addressed together. The ties between Norwegian and Algerian players in the sector, particularly between Equinor and Sonatrach, demonstrate a long-term, professional, and mutually beneficial partnership.

However, the potential of our relationship extends well beyond the energy sector. Climate, technology, renewable energy, trade, investment, education, and institutional exchanges all offer new opportunities. Economic meetings, delegation visits, and regular contacts between institutions reflect a shared determination to broaden this cooperation. In my view, the future of the Algerian-Norwegian partnership lies in this balance between continuity and openness.

Beyond political and economic matters, it is the human connections that give this relationship its true depth. Throughout Algeria, I met capable and committed individuals who were open to dialogue and genuinely eager to cooperate. I was deeply touched by the warm welcome extended to Norway’s representatives, as well as by the availability of the authorities, institutions, business partners, civil society, and the diplomatic community.

These interactions gave my mission both a professional and a personal dimension. They allowed me to gain a deeper understanding of Algeria’s richness, complexity, and strength: its history, regional diversity, culture, identity, and the vitality of its people. Traveling across different regions of the country, listening, observing, and engaging with people convinced me that the relationship between our two nations also rests on mutual curiosity and a human respect that cannot be declared—it must be built over time.

I leave my position with profound gratitude. Gratitude for the friendship, kindness, and trust that I have received. Gratitude as well for the many conversations that enriched my understanding of this country and the region. Algeria is a country that leaves a lasting impression on those who take the time to truly listen to it. It has left its mark on me through the strength of its history, the beauty of its landscapes, the richness of its culture, and the warmth of its hospitality.

As my mandate comes to an end, I leave with confidence in the future of relations between Norway and Algeria. The foundations are strong, the momentum is positive, and the potential remains considerable. It is now up to our institutions, our companies, our partners, and our societies to continue strengthening this relationship with ambition, patience, and pragmatism.

For my part, I will always retain a sincere and lasting affection for Algeria. I will continue to follow with great interest and friendship the development of this great country and the evolution of relations between Algiers and Oslo. Because beyond official duties, some encounters leave a lasting mark. Algeria is one of them.
